AVERY
ISD ROLLBACK TAX ELECTION TO BE HELD ON NOVEMBER 4th
On August 2008, the Avery
School Board set a tax rate of $1.17 which is the maximum rate allowed by law.
If approved by the voters, the revenue generated by this additional tax will
provide the District with funds necessary to implement a facility improvement
plan, addressing identified facilities expansion and equipment needs.
A task force committee was
established in July to perform a preliminary facilities need assessment to rank
items that were considered to be of greatest need. The Committee recommended
items including: security cameras, new cafeteria equipment, science lab
facilities, agricultural equipment, and increased technology in teacher
classrooms. In August, the committee met to take a look at revenue generated
from a rollback election.
Voter approval of the
maximum tax rate of $1.17 (as opposed to the current rate of $1.04) would
increase state revenue an additional $246,255. This money made available
through the state that cannot be received unless the district approves the
maximum tax rate of $1.17.
A homeowner with an
appraised value of $100,000 and a standard homestead exemption would see an
increase in taxes from $884.00 (at $1.04) rate to $994.00 at the ($1.17) rate.
You would pay $110.00 more per year.
Any
registered voter whose primary residence is within the boundaries of Avery
Independent School District is eligible to vote. In order to become a registered
voter, a registration card must be submitted to Lori Moose, the Red River County Clerks Office at 400
North Cedar, Clarksville, Texas no later than 30 days prior to November 4, 2008
election day. So, October 3rd will be the last day you can register to vote for
or against the tax rate increase. Voter
registration cards may be obtained by contacting the AISD Administration Office
or the Red River County Clerk’s Office .
Election
day is Tuesday, November 4, 2008. Voting locations include Avery (at the Methodist
Church) for residents who live North of the rail road tracks and Avery Housing
Authority ( for residents who live South), English, Lydia, Boxelder, and Annona. Early voting can be done in the Avery School
Administration Office from 8:00 am until 4:00 p.m. from October 20th to October 28th.
There
will be two different ballots, one for the general election and one for the
school tax election.
Avery ISD will have a Community SCHOOL ROLLBACK TAX MEETING on Thursday, October 16, 2008 in
the School Cafetorium at 6:30 P.M.

NOVEMBER BALLOT LOADED
WITH MAJOR DECISIONS
The
Tuesday, November 4, 2008 Election Ballot is filled with major decisions that we as voters will
have to decide.
First of all we have to
elect a President from either John McCain/Sarah Palin or Barack Hussein Obama/Joe Bidden. Next for
Red River County is the election of either Mark Homer, incumbent or Kirby
Hollingsworth for Texas State Representative.
Then the Sixth District
Judge Race (Jim Dick Lovett’s ) seat, we have Dave Turner or Eric
Clifford.
Both Mark Homer and Dave Turner have been great supporters of the City of Avery.
Then you have the Avery ISD ROLL BACK TAX RATE ELECTION which is your decision to let
the school district raise your taxes the maximum rate allowed by law.
The November 4, 2008 general election ballot will
contain 16 statewide propositions. Four of those propositions are city-related.
Proposition 3 will authorize the
legislature to provide that the appraised value of a residence homestead may
not increase more than ten percent in any single year. (Under current law, in
areas of the state where homesteads are reappraised every two to three years,
the appraised value of a homestead can increase by 20 to 30 percent immediately
following a reappraisal.)
Proposition 5 will authorize the
legislature to provide that, for a city with less than 10,000 population, the
city council may call an election to allow the council to freeze property taxes
for five years on properties in and around certain revitalization programs
administered by the Texas Department of Agriculture.
Proposition 6 will authorize the
legislature to provide a property tax exemption for one motor vehicle that is
used by an individual in the course of the owner’s occupation or profession and
is also used for some personal activities that do not involve the production of
income.
Proposition 7 will provide that a
governmental entity may sell real property acquired through eminent domain to
the person who owned the real property interest immediately before the
governmental entity acquired the property interest, or to the person’s heirs,
successors, or assigns, at the price the entity paid at the time of acquisition
if the public use for which the property was acquired through eminent domain is
canceled, no actual progress is made toward the public use during a prescribed
period of time, or the property is unnecessary for the public use.

STRICKLANDS OUTPOST
The City Has had
so many calls and questions about the knew restaurant in the old Burger Barn
location. The original opening date was for July and then went to September
2008. There have been so many setbacks that were not expected. They have
totally rewired the building, knocked out and rebuilt the kitchen and added 10
feet to it. They have had to replace all the water lines and are building new
bathrooms on the back of the building. I spoke with Mrs. Strickland on
September 25th and she was excited and told me that the wait will be well worth
it when the restaurant opens up. “It will be just a while longer and we just
can’t wait to get in and get it up and running.” So folks the renovation has
been long but the reward will be awesome.

car has been broken into.
She is hysterical as she explains her situation to the dispatcher:
'They've stolen the stereo, the steering wheel,
the brake pedal and
even the accelerator!' she cried.
The dispatcher said, 'Stay calm.
An officer is on the way.'
A few minutes later, the officer radios in. 'Disregard.' He says. 'She got in
the back-seat by mistake.'

Methodist Church
We will have
our annual Rummage Sale to benefit our Food Bank on Friday and Saturday, Oct. 3
& 4th at the church. Times for Friday 8 am to 5 pm and Sat. 8 am to 12
noon. If anyone has items to donate, they can bring them by the church next
week starting on Sept. 29th. We will also have our LORD’S ACRE on Sat.,
November 8th with the meal starting at 5:00 pm and the auction starting at 7:30
p.m. Survivor’s Lunch ( that’s the name for our Senior Citizens Lunch) will be
on Wed. October 15th at 11:00 a.m. We are planning a trip for them to Tyler and
the Rose Festival the week of October 20th. Our Children’s Fall Festival will
be on Halloween, Friday October 31st from 5:00 to 6:30 p.m.

First Baptist
Church Starts “CIA” CHILDREN IN ACTION
Avery First
Baptist Church is
starting a Missions Program for children on Wednesday’s at 7:00 p.m. at the church at the corner of
Utah and Dallas streets. The Program is for children 1st grade through 6th
grade, both girls and boys, similar to the RA’s and GA’s programs of the past.
The children will be studying and taking part in mission projects and will earn
badges for their work. They will study different countries, do mission work for
that country , and each session will eat food from the country they are working
on. The program will be an experience for your child to learn how missionaries
work in other countries, how they prepare, and what they eat along the
way. The program will be conducted by
Ann Stephenson, Carolyn Cheevers, and Peggy Estepp. Remember every Wednesday
Night at 7:00 pm, CHILDREN IN ACTION.

AVERY HISTORY 101
DO YOU KNOW WHAT A RACKET STORE IS
ORWAS?.........No…
Well, many may
ask what a is a Racket Store? Most of the older generations know, but some do
not. A Racket Store is what used to be called the 5 & 10 cent store or Dime
Store. There are people today who don’t even know what the 5 & Dime was.
They were stores that had just about whatever you wanted. The name changed from
Racket Store to 5 & 10 Cent Store just before World War I. Avery had a
Racket Store about 1904 or 1906, operated by Joe E. Bearden. He started the
store with $65.00. It had novelties, toys, dolls, a lunch room, a fountain and
a barber shop. Lunches were served for 25 cents including drink and dessert.
They also sold lunches to the Eastbound train at noon. Mr. Bearden made his own
ice cream for the fountain and made condensed chili, which he sold for 10
cents. He kept it all in a homemade ice box that required a rope and pulley to
raise the lid. The bread and ice were shipped by train and had no wrapping.
They were packed in wooden boxes of slats wired together. Miss Fannie and Ida
Bearden would get up early to dress the chickens to be served that day. The
store opened early and would stay open late, as long as they had a customer.
They used oil lamps and later hollow wire put over the buildings and connected
to jet light fixtures. Compressors on the outside would force fuel through to
the jet light fixtures. Haircuts were 25 cents at the barber shop and Mr.
Bearden was the barber. Other items that could be purchased at the store
included sewing companions, a combined holder for thread, thimbles, pins,
needles, scissors, bottom hooks and it even had a mirror and a pin cushion
filled with non-rust dust. The thread holders were adjustable to large and
small spools. There was also a china cinderella slipper marked 10 cents, a
spinning top, and a jewelry box
decorated with seashells and a little mirror. Mr. Bearden always told his
employees to remember every ones name so that when they came in to the store , they
could call them by name “cause that was good for business”. Mr. Joe E. Bearden
died in April of 1939 and left his mark forever printed on this community.

VANDALISM ON
THE RISE…….
There has been so
much vandalism around Avery. The stop signs seem to be feeling the effects
lately in and around the City limits. Several trees have been destroyed
downtown as well. The only way to stop it is to watch out for each other and
report suspicious activity. The Sheriff’s Department number is 903-427-3838
